Andean Community: Updates to labelling of cosmetic products

 

The Andean Community has announced updates to its labelling rules for cosmetic products.

Le Republic of Ecuador, on behalf of the Plurinational State of Bolivia, the Republic of Colombia, and Peru, as member countries of the Andean Community, has notified the adoption of Resolution No. 2540, which amends Resolution No. 2310.

This amendment addresses the trade facilitation needs expressed by industry stakeholders and other interested parties. It introduces greater flexibility in the use of supplementary stickers or labels, allowing information to be added, clarified, modified, or covered on the original label, provided that the definition of a cosmetic product is respected and compliance with Article 3 of Decision No. 833 is maintained.

The resolution also updates labelling requirements, permitting the use of the word “ingredients” or equivalent terms. Among other minor adjustments that ease certain requirements of the original Resolution No. 2310, the text clarifies that changes not affecting sanitary or regulatory aspects do not need to be reported to the competent authority. Additionally, it relaxes the requirement for a Spanish translation of the generic name of a cosmetic product when the original-language name is widely recognized and understood to identify a specific product range with a clearly known purpose.

These updates demonstrate the Andean Community’s commitment to regulatory harmonization, transparency, and trade facilitation, while maintaining the safety and quality of cosmetic products in the region.
