India: Furniture (Quality Control) Order, 2025

 

The Indian government has introduced the “Furniture (Quality Control) Order, 2025,” requiring the use of Indian Standards (IS) marks on various furniture products to ensure quality and safety. Published on February 14, 2025, the order will take effect on February 14, 2026.

Compliance Requirements

Furniture items listed in the order must conform to the relevant Indian Standards and display the Standard Mark under a license from the Bureau of Indian Standards (BIS), in accordance with Scheme-I of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018.

Mandatory Standard Mark

Specific furniture items, including work chairs, general-purpose chairs and stools, tables and desks, storage units, beds, and bunk beds, must comply with designated Indian Standards and bear the BIS Standard Mark.

Exemptions

  1. Furniture manufactured for export is exempt.
  2. Micro and small enterprises, as defined under the Micro, Small, and Medium Enterprises Development Act, 2006, are exempt for 18 months from the order’s publication date.
  3. Enterprises registered on the “Udyam Portal” with an investment in plant and machinery or equipment not exceeding ₹25 lakh and an annual turnover not exceeding ₹2 crore in the previous financial year are also exempt.

Certification and Enforcement

BIS will act as the certifying and regulatory authority for the specified furniture items.

Penalties

Violations of the order will be subject to penalties as per the Bureau of Indian Standards Act, 2016.

Applicable Standards

The latest versions of the applicable Indian Standards, including any amendments notified by BIS, will be enforced.

  2. General-purpose chairs and stools – IS 17632:2022
  3. Tables and desks – IS 17633:2022
  4. Storage units – IS 17634:2022
  5. Beds – IS 17635:2022
  6. Lits superposés – IS 17636:2022
