Israël : poursuite de l'harmonisation des exigences de conformité des produits avec l'UE

 

The Minister of Economy and Industry has unveiled a preliminary proposal to amend Israel’s Standards Law, signaling a substantial overhaul of the country’s import framework. This amendment is designed to alleviate the regulatory and administrative burdens faced by manufacturers, importers, and retailers while fostering competition and advancing free trade on the global stage. It introduces an alternative pathway for importing and marketing goods governed by mandatory standards.

Under the proposed amendment, European regulations serve as the cornerstone of this new approach, streamlining import regulations and emphasizing market surveillance and sampling procedures at ports through a revamped risk management system. Under this revised system, manufacturers and importers demonstrating self-compliance or providing documentation of European market presence will benefit from simplified import protocols.

Additionally, this proposal incorporates an indirect amendment to modernize Israel’s Import and Export Decree in alignment.

The date of entry into force is to be determined by the Minister of Economy and Industry who may, by decree, postpone the commencement date if he is convinced that the preparation of the required supervisory and enforcement powers has not been completed. This will maintain inspection capabilities, implement the requirements of the European regulation, and implement the instructions of this proposed amendment to The Standards Law and the Import and Export Ordinance as worded in the draft.
