Brazil: Implementation details of the Brazilian REACH regulation for chemicals
Brazil has published a draft Decree detailing the implementation of Law No. 15.022/2024 (also known as Brazil REACH), including the registration, prioritization, risk assessment and risk management of industrial chemicals in Brazil. The goal is to reduce the impacts on human health and the environment generated by the production, import and use of those chemical substances in the country and to define appropriate risk management tools.
The provisions of the Decree have the following objectives:
– Register the chemical substances used, produced or imported, in the national territory, and catalog the respective information;
– Systematize knowledge aiming at selection and prioritization for risk assessment and minimization of impacts on human health and the environment;
– Structure a rational process for establishing risk management measures, considering the impacts on human health and the environment and the social, economic and technological aspects, ensuring broad social participation.
The provisions of the Decree are structured in the following stages:
- Registration of chemical substances produced or imported into Brazil;
- Prioritization of chemical substances for risk assessment;
- Assessment of health and environmental risks and definition of risk management measures; and
- Implementation of risk management measures.
