Macao: New regulation for Mercury-added products under the Minamata Convention

 

Macao has published a Chief Executive’s Decision No. 109/2025 which prohibits the import, export and transhipment of mercury-added products listed in the Minamata Convention on Mercury and its amendments.

  • The following product categories are affected:
  • Batteries and accumulators
  • Switches and relays
  • Compact fluorescent lamps (CFL) for general lighting
  • The following linear and non-linear fluorescent lamps (LFL) for general lighting (e.g., U-shaped and circular):
    (1) Tri-band phosphor, all wattages
    (2) Halophosphate phosphor, all wattages
  • High-pressure mercury vapor lamps (HPMV) for general lighting
  • Cold cathode fluorescent lamps and external electrode fluorescent lamps (CCFL and EEFL) for electronic displays
  • Cosmetics, including soaps and skin-whitening creams, excluding cosmetics for application around the eyes that use mercury as a preservative where no effective and safe alternative preservatives exist
  • Pesticides, biocides, and topical antiseptics
  • The following non-electronic measuring devices:
    (1) Barometers
    (2) Hygrometers
    (3) Manometers
    (4) Thermometers
    (5) Sphygmomanometers
  • Strain gauges, for use with plethysmographs
  • The following electrical and electronic measuring devices:
    (1) Melt pressure transducers
    (2) Melt pressure transmitters
    (3) Melt pressure sensors
  • Mercury vacuum pumps;
  • Tire pressure gauges and wheel weights;
  • Photographic film and paper.

The proposed date of entry into force is the 1 January 2026.
