China: Neue CCC-Zertifizierungsregeln für Elektrofahrräder

 

China has published two new CNCA regulations establishing the CCC certification for chargers and lithium-ion batteries for electric bikes.

Diese sind:

• CNCA-C11-21：2024：Compulsory product certification implementation rules for lithium-ion battery for electric bicycle
• CNCA-C11-22：2024：Compulsory product certification implementation rules for charger for electric bicycle

The first one specifies the scope of application, certification criteria, certification mode, certification unit division, certification application, certification implementation, post certification supervision, certification certificate, certification mark, fees, certification responsibilities and certification implementation rules for lithium-ion battery for electric bicycle.

The second one specifies the scope of application, certification criteria, certification mode, certification unit division, certification application, certification implementation, post certification supervision, certification certificate, certification mark, fees, certification responsibilities and certification implementation rules for charger for electric bicycle.

CNCA-C11-21：2024 applies to lithium-ion battery cells and battery packs for electric bicycles specified in GB 17761.  CNCA-C11-22：2024 applies to chargers for electric bicycles that comply with GB17761.   Adjustments to the scope of application due to changes in laws and regulations or related product standards, technology, industrial policies and other factors should be subject to the announcement issued by the State Administration for Market Regulation (National Certification and Accreditation Administration).

The certification basis standards of this rule are shown in Appendix 1 “Certification Basis Standards and Type Test Items”. In principle, the certification standards should be based on the latest version issued by the national standardization administrative department. When other versions of the standard need to be used, the announcement on applicable relevant standard requirements issued by the Certification and Accreditation Administration should be followed.

The basic certification model for implementing compulsory product certification of lithium-ion battery single cells and battery packs for electric bicycles (hereinafter referred to as single cells and battery packs) is: type testing + enterprise quality assurance capabilities and product consistency inspection (initial Factory inspection) + supervision after certification.
