In Cambodia, product compliance is overseen by the Ministry of Industry, Science, Technology and Innovation (MISTI). The ministry plays a crucial role in establishing and enforcing standards to ensure the safety, quality, and reliability of products available in the Cambodian market.
While Cambodia may not have an extensive history of highly detailed and sector-specific standards, the government is increasingly recognizing the importance of ensuring product safety and consumer protection. Businesses are encouraged to adhere to voluntary standards and international best practices.
The goals of adoption of the Law on Standards by Cambodia in 2007 are: improvement of the quality of products, services, and management; rationalization of production efficiency; simplification of trade; rationalization of product use; and improvement of consumer protection and public welfare. Monitoring of these standards is conducted by several government bodies and agencies.
The Institute of Standards of Cambodia (ISC) which was officially established in 2008 is responsible for implementation of industrial standards and certifications. In particular it is in charge of issuing laws and regulations, production surveillance, supervision and technical support, training and consultancy to help companies register and certify their products, dissemination of technical regulations, and development of national standards for products and management.
The areas that are subject to certification are compliance of product standards, product safety standards, and production and service management system. Importers of regulated products have to request a certificate or a license before importing, however, in case of some imported goods certificates or licenses are not required.
The majority of Cambodian standards are harmonized with the international standards (e.g. IEC).
The basis of the ISC Certification is the Law on the management of quality and safety of product and services (2000).
The Cambodian ISC Certification is relevant mostly for food products. However, several industrial product categories are regulated as well, e.g. electrical and electronic equipment (EEE).
Any regulated EEE that are imported or produced for the Cambodian market shall register with the Regulatory Department of the ISC, Ministry of Industry and Handicraft and have a Registration mark (safety mark) to stick or to print on the product and on the packaging before placing on the market in the Kingdom of Cambodia.

The Regulatory Department of the ISC accepts test reports and/or Certificates of Conformity (CoC) issued by the Conformity Assessment Body (CABs) that recognized by ISC and under the listed of CABs for EEE in ASEAN that enters into a Mutual Recognition Agreement between participating member Countries of ASEAN.
