Vietnam: List of medium-risk and high-risk products and goods under the state management responsibility of the Ministry of Industry and Trade 

 

Vietnam has published a new regulation containing a List of medium-risk and high-risk products and goods under the state management responsibility of the Ministry of Industry and Trade. 

Accordingly, the List of medium-risk products and goods comprises 07 groups, specifically:  

i) Tissue paper and toilet paper;

ii) Chemicals and chemical-containing products;

iii) Industrial explosives; 

iv) High explosives;

v) Industrial explosive accessories;

vi) Industrial machinery, equipment, and materials;

vii) Explosive precursors. 

Scope of Application  

The Circular applies to:  

1. Organizations and individuals producing and trading products and goods included in the List of products and goods with medium andhigh risklevels in Vietnam.  
2. Organizations and individuals involved in the quality management of products and goods included in the List of products and goods with medium andhigh risklevels as stipulated in this Circular in Vietnam.  
3. Other relevant agencies, organizations, and individuals. 

Quality Management  

1. Quality management of products and goods included in the List of products and goods with medium andhigh risklevels shall be carried out in accordance with the regulations on quality management of products and goods under the state management responsibility of the Ministry of Industry and Trade and the corresponding national technical standards.  
2. Quality management of products and goods not included in the List of products and goods with medium orhigh risklevels in this Circular shall be carried out in accordance with the provisions of specialized laws and relevant legal documents.  
3. In cases where national technical standards issued before the effective date of this Circularcontaindifferent provisions on quality management measures for products and goods included in the List attached to this Circular, the provisions of this Circular shall apply.  
4. In cases where a national technical standard is issued to amend, supplement, or replace the national technical standard referenced in this Circular, the provisions of that national technical standard shall apply from the effective date of the national technical standard.
