Taiwan: Updates to regulation for paints and varnishes

 

Taiwan has published updates to its regulation for paints and varnishes.  It is called Proposal for Amendments to the Legal Inspection Requirements for Paints.

It covers: Paints and varnishes, incl. enamels and lacquers, based on synthetic polymers or chemically modified natural polymers, dispersed or dissolved in a non-aqueous medium; solutions of products of headings 3901 to 3913 in volatile organic solvents, containing > 50% solvent by weight (excl. solutions of collodion) (HS code(s): 3208); Paints and varnishes, incl. enamels and lacquers, based on synthetic polymers or chemically modified natural polymers, dispersed or dissolved in an aqueous medium (HS code(s): 3209); Other paints and varnishes (including enamels, lacquers and distempers); prepared water pigments of a kind used for finishing leather. (HS code(s): 3210).

The standards used for testing and inspection of ready mixed paint (synthetic resin type), enamel, emulsion paint, solvent-base masonry paint, and fire-retardant paints for buildings have been revised. The BSMI proposes to adopt the revised standards, including the relevant errata, to ensure that such products continue to meet applicable safety requirements.

In addition, in response to concerns over the risks associated with excessive volatile organic compounds (VOCs) and hazardous heavy metals in chlorinated rubber finish paint and polyurethane wood paint, the BSMI proposes to make these two products subject to mandatory inspection before they are placed on the market. The applicable conformity assessment procedures will be Type-Approved Batch Inspection or Registration of Product Certification.
