Philippines: Technical Regulation for the Mandatory Product Certification of Power Banks and Portable Power Pack
Philippines published a Technical Regulation for the Mandatory Product Certification of Power Banks and Portable Power Pack which establishes a conformity assessment procedure for these products.
It prescribes the mandatory product certification of power banks and portable power packs whether locally manufactured or imported, as follows:
2.1. Power banks and portable power packs devices with an input voltage supplied by DC power source with rated maximum up to 60 Vdc, or by an AC mains power source through direct plug‑in construction;
2.2. Power banks that provide DC output(s) with rated maximum up to 60 Vdc;
2.3. Portable power packs with at least one output option such as, but not limited to booster cable assemblies, receptacles, DC connectors, vehicle adapter sockets, USB connectors, and induction power transmitters. Additional outputs are not restricted;
2.4. Power banks and portable power packs with integral photovoltaic cells as a power source; and
2.5. Power banks and portable power packs that are incorporated with and/or forms integral part of another device
Two certification schemes are possible:
- The PS Safety Certification Mark Licensing Scheme (PS Licensing Scheme for brevity) shall be available to both local and foreign manufacturers/assemblers selling or distributing power banks and portable power packs in the Philippine market. The License to use the PS Certification Mark shall be granted to a company found to be compliant with the requirements.
- Import Commodity Clearance (ICC) Certification Mark Scheme: The ICC Certification Mark Scheme shall be available to importers of non-PS certified power banks and portable power packs on per product per shipment per Bill of Lading/Airway Bill basis. The certification shall only cover the particular batch of products applied for the shipment.
The Technical Regulation further defines the documentary requirements, procedures for product certification schemes, marking requirements, etc.
