Chile: Updates to the chemical legislation – list of regulated substances
Chile published, by means of Exempt Resolution No. 9,425, of December 22, 2025, of the Ministry of the Environment, the list of hazardous substances for non-industrial use.
Background
On February 9, 2021, Supreme Decree No. 57, of November 26, 2019, of the Ministry of Health, which approves the Regulation for the classification, labelling and notification of hazardous chemical substances and mixtures (“Regulation”), was published in the Official Gazette. The Regulation establishes the obligation for any manufacturer or importer of a substance, as well as any importer of a substance contained in a mixture, that is classified as hazardous in accordance with Title III of the Regulation, in quantities equal to or greater than 1 tonne annually, to notify the Ministry of the Environment and provide the information required for this purpose.
According to the date of publication of the Regulation in the Official Gazette, manufacturers and/or importers of substances for non-industrial use were required to submit this notification by August 30, 2025. However, due to electronic difficulties that prevented this process from being carried out through the established channels, a provisional procedure for fulfilling this obligation was recorded in the Substances Notification System (Notification platform).
The Regulation stipulates that, once the notification has been submitted, the Ministry of the Environment will issue a Resolution listing all notified substances by December 31 of that same year.
New Substance Notification Process
According to Supreme Decree No. 57 of 2019, issued by the Ministry of Health, any new substance is defined as one not included in the resolutions issued by the Ministry of the Environment after each notification period, specifically Resolutions No. 07595/2024 and No. 09425/2025.
Therefore, if a substance not listed in these resolutions is manufactured or imported, domestic manufacturers or importers are required to notify the Ministry of the Environment before marketing it in the country.
