Colombia: Good manufacturing practices (GMP) certification for alcoholic products
Colombia has announced changes in terms of certification of alcoholic products by means of DECREE 1083 OF 2025 which amends Decree number 1686 of 2012.
The notified decree amends the existing provisions relating to the requirement for good manufacturing practices (GMP) certification as a condition for the health registration of the products. In particular:
- The mandatory requirement for GMP certification in order to obtain the health registration has been eliminated (Article 1).
- GMP certification becomes voluntary (Article 2).
- In the case of imported products, the possibility of submitting a certificate of free sale (CFS) issued by the health authority of the country of origin is envisaged under various provisions (e.g. Articles 4, 10 and 14).

“Article 4. Sanitary Requirements. Establishments that manufacture, process, hydrate, package, store, distribute, transport, market, and sell alcoholic beverages must comply with permitted and prohibited practices and with the sanitary requirements contained in Decree No. 1686 of 2012 or any administrative acts that modify, add to, or replace it. These establishments must have a favorable sanitary permit or a favorable permit with requirements, issued by the competent health authorities in the exercise of their inspection, surveillance, and control functions.
For imported products manufactured in establishments located outside the national territory, a valid Certificate of Free Sale (CFS) for the product, issued by the health authority of the country of origin or its equivalent, must be submitted.”
“Article 22. Good Manufacturing Practices (GMP). Those interested in manufacturing, processing, hydrating, and packaging alcoholic beverages must comply with Good Manufacturing Practices in accordance with the requirements established in this Title.
Paragraph. The validity of certificates already granted by Invima will be extended for two (2) more years from the date this decree enters into force.”
“Article 41. Certificate of Compliance with Good Manufacturing Practices. Establishments that manufacture, process, hydrate, and package alcoholic beverages may request a Certificate of Compliance with Good Manufacturing Practices (GMP) from Invima, submitting the following documents:
- Certification visit request signed by the legal representative or authorized agent.
- Updated certificate of incorporation and legal representation of the interested party or commercial registration. These documents must have an issue date no more than three (3) months prior to the filing of the application.
- Duly granted power of attorney, if applicable.”
