China: New standard for toys

 

China has published a new standard for toys.

The name of the standard is National Standard of the P.R.C., General safety requirements for children’s products.  It specifies the general safety requirements for products (including trial products and free gifts) designed or intended for use by children under 14 years of age.

The contents of the following documents constitute essential provisions of this document through normative references in the text:

  • GB/T 17592 Textiles – Determination of prohibited azo dyes
  • GB/T 20145 Photobiological safety of lamps and lamp systems
  • GB/T 22048 Determination of specific phthalate plasticizers in toys and children’s products
  • GB/T 23344 Determination of 4-aminoazobenzene in textiles
  • GB/T 26710 Toy Safety Age Warning Icon
  • GB/T 29614 Determination of polycyclic aromatic hydrocarbons content in vulcanized rubber
  • GB/T 41413 Determination of migration of N-nitrosamines and their precursors in toys High performance liquid chromatography-tandem mass spectrometry
  • GB/T 41649 Determination of formaldehyde release in wooden toys – Flask method

This document is a general safety requirement for children’s products. All children’s products within the scope of application should meet the applicable requirements of this document.

The safety requirements for any specific category and specific product should not be lower than the requirements of this document. Products without specific categories and specific product safety standards.

The following testing methods are foreseen in the standard:

5.1 General

The structures of children’s products vary widely. For the qualitative requirements in this document, users need to consider the specific structure and usage of the product.

Determine the testing and evaluation methods, such as: select testing methods that can be used as reference in existing standards; if there are no testing methods that can be used as reference in existing standards,

method, users of this document can evaluate and determine appropriate testing and evaluation methods based on product structural characteristics.

Safety assessments should generally be carried out under the most adverse conditions after children’s products have been assembled in accordance with the instructions for use.

Unless otherwise specified, deviation requirements in this document are as follows:

5.2 Odor test

Using the olfactory evaluation method, the evaluators should be professionals who have undergone certain training and assessment.

5.3 Small parts testing

Test according to GB 6675.2 small parts.

5.4 Small ball test

Carry out according to GB 6675.2 small ball test.

For products produced or imported before the date of implementation of this document, the requirements of this document shall be met starting from the 25th month from the date of implementation of this document.
