Vietnam : Updates of the product conformity law
Vietnam has published an amendment to its regulation for product compliance and conformity assessment for products. The amendment was issued under the name:
Draft Decree amending and supplementing certain articles of governmental Decree No. 107/2016/ND-CP dated July 1, 2016 regulating the business requirements of conformity assessment services and governmental Decree No. 154/2018/ND-CP dated November 9, 2018 amending, supplementing and repealing certain regulations on investment and business conditions in sectors under management of Ministry of Science and Technology and certain regulations on specialized inspections
This draft Decree introduces amendments, supplements, and repeals certain articles, along with replacements of specific phrases and forms, in Governmental Decree No. 107/2016/ND-CP dated July 1, 2016, which regulates the business requirements for conformity assessment services, and Governmental Decree No. 154/2018/ND-CP dated November 9, 2018, which amends, supplements, and repeals certain regulations on investment and business conditions in sectors managed by the Ministry of Science and Technology, as well as certain regulations on specialized inspections.
This draft Decree updates the regulations regarding the conditions for providing conformity assessment services in Vietnam. These include organizing conformity assessments for products, goods, and production processes; offering suitable services and environments in compliance with applicable published standards or corresponding technical regulations; and organizing accreditation for conformity assessment organizations.
This draft Decree applies to organizations and enterprises that provide conformity assessment services (such as testing, verification, inspection, certification, and accreditation of conformity assessment organizations), state management agencies, and relevant organizations and individuals within the territory of Vietnam.
Additionally, this draft Decree notes that STAMEQ’s new official name is “Commission for Standards, Quality and Metrology of Vietnam,” replacing the former “Directorate for Standards, Quality and Metrology.”

The proposed date of adoption of the amendment is December 2024.
