Moldova: Further harmonization of technical requirements for products with the EU law
Moldova has published two further Technical Regulations to harmonize its requirements with the EU. The products in scope are textiles and footwear.
The first regulation is the Government Decision No. 11/2024 for the approval of the Technical Regulation on textile fibre names and related labelling and marking of the fibre composition of textile products.
It lays down rules on the use of textile fibre names and appropriate labelling and marking of the fibre composition of textile products, in order to improve the functioning of the internal market and to provide accurate information to consumers.
The second one is the Government Decision No 856/2023 for the approval of the Technical Regulation relating to labelling of the materials used in the main components of footwear for sale to the consumer.
It lays down rules to the labelling of the materials used in the main components of footwear for sale to the consumer, information on the composition of footwear shall be conveyed by means of labelling. The labelling shall convey information relating to the three parts of the footwear, namely: the upper; the lining and sock; and the outersole. The composition of the footwear shall be indicated on the basis either of pictograms or of written indications for specific materials.
It establishes responsibility of the manufacturer or his authorized agent for supplying the label and for the accuracy of the information contained therein. If neither the manufacturer nor his authorized agent, this obligation shall fall on the person responsible for first placing the footwear on the market. The retailer shall remain responsible for ensuring that the footwear sold by him bears the appropriate labelling prescribed by the Technical Regulation.
