China: New CCC certification requirements for electric bikes

 

The Certification and Accreditation Administration (CNCA) issued official announcement No.18-2023 on September 14, 2023, introducing the CNCA-C11-16: 2023 Detailed Implementation Rules for China Compulsory Certification for Electric Bicycles, effective immediately and replacing the 2021 version.

On October 13, 2023, the China Certification Center for Automotive Products (CCAP) also released their CCAP-C11-16: 2023 Detailed Implementation Rules for China Compulsory Certification for Electric Bicycles, aligning with CNCA’s guidelines. This aims to address the requirements for new applications and the transition process for existing certificates.

Entities seeking electric bicycle certification must adhere to the 2023 version of the rules and guidelines from September 22, 2023. Certification assessments and the issuance of certificates will be conducted by CCAP and China Quality Certification Centre (CQC). Applicants must submit comprehensive documentation, including production enterprise qualification documents, company profiles, and product information in line with the CNCA-C11-16: 2023 Structure and Technical Parameters of Electric Bicycle Products.

New requirements for CCC certificates and logos, including the full adoption of electronic certificates, have been introduced. Type testing for electric bicycles should follow the specified GB standards, including GB 17761-2018 for safety technical specifications, GB 42295-2022 for safety requirements regarding electrical components, and GB 42296-2022 for safety technical requirements of chargers.

China’s CQC, on October 18, 2023, clarified details for replacing the GB 14023 reference standard in GB 17761-2018. The new GB 14023-2022 standard, effective from November 1, 2023, replaces GB 14023-2011, with a 12-month window for electric bicycle products certified under the old standard to obtain new certification.

Certificates issued under the 2021 rules remain valid, and a natural transition will occur through certificate expiration, product changes, or standard updates. Certificate conversions should be completed by November 1, 2024; otherwise, certificates not converted by the deadline will be temporarily suspended. Certificates not transitioned by February 1, 2025, will be revoked.
