China: CCC certification for lithium-ion batteries

 

In line with the stipulations outlined by the General Office of the State Council regarding the Reform of the Management System of the Electronics and Electrical Industry, the State Administration for Market Regulation (SAMR) has opted to implement compulsory product certification (CCC certification) for specific electronic and electrical products. These products include lithium-ion batteries and battery packs, mobile power supplies, and power adapters/chargers designed for telecommunication terminals (referred to collectively as “newly included products”).

The following key requirements have been communicated:

  • Effective August 1, 2023, certification bodies are mandated to commence accepting CCC certification orders for the newly included products. Certification processes are to be conducted in adherence to the standards outlined in the “Implementing Rules for Mandatory Product Certification of Information Technology Equipment” and associated annexes. Starting from August 1, 2024, products lacking CCC certification will be prohibited from shipment, sale, import, or use in China. Details regarding designated certification bodies and laboratories for the newly included products will be separately disclosed.
  • Specifics regarding the scope of CCC certification for the newly included products can be found in the provided Appendix. Initial emphasis for CCC certification will be placed on lithium-ion batteries and battery packs used in electronic and electrical products. Certification for lithium-ion batteries and battery packs in other electronic and electric products will be conducted as conditions permit.
  • Acknowledging that GB Standard GB31241-2022, titled “Safety Specifications for Lithium-ion Batteries and Battery Packs for Portable Electronic Products,” becomes mandatory on January 1, 2024, appointed certification bodies are directed to carry out CCC certification for relevant products based on this standard. This initiative aims to alleviate certification costs for enterprises.
  • Designated certification bodies and laboratories are entrusted with ensuring the quality of certification, actively accepting existing conformity assessment results, and alleviating the burden on enterprises to facilitate a smoother certification process.
