China published a draft Guidance for Environmental Management Registration of New Chemical Substances.
In accordance with the Environmental management registration scheme for new chemical substances, enterprises that produce or import new chemical substances shall be registered or filed before production or import. New chemical substances that are not registered or filed are not allowed to be researched, produced, imported, processed and used.
When the annual production or import volume of new chemical substances exceeds 10 tons, routine registration of environmental management of new chemical substances (hereinafter referred to as routine registration) shall be carried out.
Where the annual production or import volume of new chemical substances is more than 1 ton and less than 10 tons, a simplified registration of the environmental management of new chemical substances (hereinafter referred to as simple registration) can be made.
The applicant for the registration of the environmental management of new chemical substances shall be an enterprise or public institution engaged in the production or import of new chemical substances that are registered within the territory of the people’s republic of china in accordance with law and can independently bear legal responsibility.
